Because I have an older computer I found by adjusting the Speed factor and the Step value to lower integers, I can adjust the IE5 strobing problem out to a smooth flow. A minus setting produces cloud flow to the left.  A positive setting moves the clouds off to the right.  However, if I had the latest nVidia GeForce video card, there would be no problems with any speed and step value settings.

Ok, the technique is cool.  However, I am using IE5 and the flicker is HORRIBLE.  As a matter of fact, it is more like a strobe from hell.  I think that I may never use the technique, unless I can stop the nerve-wracking flashing...
