 Please help with IE before I kill my computer!

3 days ago I downloaded IE optimized for road runner.  Prior to that I was running on IE 7.0 with no problems.

Now I have big problems.  I've lost my toolbar, my view, edit, etc. buttons at the top are all gone.  When I right click in the space where they should be I get the restore, minimize, close button which is of no help.

I cannot download any content from any website, my copy/paste isn't working either.

At the bottom right on my screen right above my toolbar I have a window with a red X. 

I cannot reload IE, run any type of software (ie. Hijack this) because as I said, I can't download anything.  I also apparently can't run anything.

On my control panel, I have lost the ability to access my security settings, internet options and firewall settings.

Help!

Backup any data to another HDD or CD/DVD then do a Repair Install of Windows. If that doesn't work, do a full format and reinstall.

Its easy!  click start>control panel>add or remove programs>go to "add or remove programs"> scroll down the list and u'll see an IE's option> click that and uninstall it ,,,,, Its safe enough because u'll still have IE 7.0  in "add or remove windows components", which will be active once you restart the comp ....

Hi and thank you for your replies.  Unfortunately, it wasn't that easy and I thought I'd add an update as the more I searched, the more I read of people having the exact same problems.  Hopefully my two day long migraine of a computer dilema will help someone else.  ;)

I first found a fix that took you to the regedit files and had you erase the values for the IE toolbars and then restart.  That didn't work.

I then tried to remove IE as explained above and that didn't work.

I also system restored five times (all the way back to January 1) and none of those worked.

What I finally did, thanks to a Dell techie, was repair Windows XP (for which you do NOT need the product key code).

Here's how it went:

 

Put in XP CD
Turn off computer
Turn on computer
Tap F12 quickly a few times so you catch it
Option No. 3 - IDE CD-ROM
When the 'press any key to boot' comes up tap the space bar quickly
First option screen hit enter
On the end user license agreement screen hit F8
Choose option R

Windows repaired itself, I didn't lose any files, and reverted back to 6.0

Will this fix also work from the back-up disks that come with the computer work for me too?  I have WinME, and IE 6.  I'd like to keep IE 6, as I at one time upgraded my IE and had nothing but problems.  I have been been having some same similiar problems that the member who started this discussion thread had with not being to download stuff, and things disappearing from my screen that I did not change. In addition to this, my computer locks up a lot.  I've scanned for virus and have none.  If this will work for me with my system back restore disc, could someone tell me how to do this without losing my files and other docs etc that I presently have on my computer. Replies here are fine, and also helpful at my email greeneyes7951@comcast.net Thank you for any help anyone can give me, as I am very exasperated with all this.
